I have identified provincial challenges across the country. Many problems depend on the perspective. These 12 issues must be resolved to create a relatively fair equestrian community. Among the most important of these is that the dignity of the provincial boards must be restored. Provincial boards do not have dignity.

You mean the population is not just about decision-making power. Many factors influence the election of a provincial head. Even the internal body itself, which practically, when it has no dignity, has no honor, the power of the province practically cannot be influential, and the person, in order to come and provide a service to become a head, must endure some humiliations.

The honorable position of the board heads should be preserved from a dictatorial and authoritative perspective, and those provinces should be taught or advised to do some things. For example, some provinces do not have any organization at all, or they are suitcase-like. Some provinces, I say some of them, now or for example, assume...

What is the reason? The reason is that the person who has come and become responsible for that province has not found that self-esteem or does not know his position and what mission he has taken. The lack of this dignity is due to what? That is, in that a board does not reach the power to do some things, it has several items. The people working in that city, unfortunately, in most provinces, I personally have monitored many of them from afar, now whether from close or not, an event happens, a group of gentlemen who have a little more experience there go behind someone as a head and hide. That one does nothing as a head.

Then the management of affairs is neither in the hands of the head nor in the hands of these people. Then the sports administration becomes indifferent. The federation cannot do anything with them. Then they do not get along with each other. I mean, this is something that as an equestrian who has had some travels across the country, I have seen. Sir, they themselves do not even know what they want to do. Then, for example, the board head should come and perform a miracle, the federation head should come and perform a miracle. The scope of our discussion today is much broader than this. This is one case. Let's wrap this up quickly. Today I had contact with two provincial heads, one directly and one by phone. Their concern is that they say, sir, they do not value us. They say we come and prepare the structure, we train the board. Suddenly we see our rider is directly working in a certain province.

That is, the lack of coordination, the lack of creating a hierarchy and organization does not allow a board head to create a sweet administrative system for the board. Therefore, we have no choice but to enter our provinces, identify their needs, examine their problems, conduct field visits. As soon as we get their needs, approve their needs in the federation, not delay. Give them these services with a special speed. Certainly, the equestrian community sees the motivation, sees this momentum and service, and trusts that person. You talked about the assembly, now I don't know how this administrative process of these matters is that, for example, a law is supposed to go to the assembly for approval, suddenly it takes 6 months. Even this 6 months for a province, even for the federation itself, is a long schedule. Because we are working with a living horse, we don't have that much space and time. How can this be shortened? Can this be taken to another direction? Maybe in all these at least 25 years that I remember, maybe a total of 10 of the kids who came from the county to Tehran in any way managed to start a business here, that too with hardship. Create content, watch the competitions. A few people from Gilan province migrated to Tehran for various reasons. For example, two of them have horses that the fields of Gilan are too small for them. These provinces need to be strengthened. Provinces scout for talent for the country. We assume your educational levels from there. Now many from Gilan have come to Tehran for their doctorates because that university is not there, and it is not economically feasible for that university to come to the province. People go from all over the country to another place for a doctorate or higher specializations. At this stage, I am saying, so I am not opposed. The need for specialization must be fulfilled, but we must create the capacity for the capabilities of these individuals to return there.

A provincial city comes, is there a replacement defined for it? Look, because you know producing an excellent equestrian, at least let me say, I think at least Alireza Khoshgel, who is among the top veteran champions of this country, has 45 years of effort behind him. How many years? 45 years, but thank God, in 5 years we are now producing other Ali Khoshdel's and sending them to Tehran. No, here the equestrian community, the cost of production is difficult, meaning an equestrian at that level.

Or Masoud Makarinejad or, for example, from the kids of Hamedan, like Faramarz Bab-Alhawaij. At one time, many of the kids you see in Tehran were from Hamedan, like Masoud Barjian, Mohammadreza Bab-Alhawaiji, Alireza Shams, Ramin Shahabi. Who were there in Hamedan before them? In the course discussion, a completely technical and specialized view is that it is not supposed to be the Gonbad track, you must preserve what you have, repair it, develop it, send scouting for Gonbad and Nowruzabad and Yazd competitions, and God willing, since my base is more in Gilan, we sent people from Gilan. Well, I look, for example, I mention I went to Ilam province, there are jumping conditions there, they have nine people, they have horses, but there are a lot of endurance conditions for local courses for even, for example, other works. Their centrality is there, they have no facilities. Why can't three provinces sit together, sign a memorandum of understanding, use each other's facilities? How easily can Khorasan with Gilan's motivation, I can create this interaction with Qazvin and Zanjan, solve my needs and deficiencies with it. This is one of the major challenges of this system. It comes because we don’t have examples, we talk in general. I have to say something, look. First, many of the threats can. We need to change the cultural structure, do cultural work, and hope the country's economic problem is solved.
